The Ministry of Finance holds 51 percent, Kuzoo Youth FM 20 percent and the National Pension and Provident Fund 7.35 percent, leaving a dispersed float of 21.65 percent. The board chair is a serving government ministry secretary and only one of seven directors is independent.

Funding: Commercial printing and publication supplied 46 percent of 2024 revenue and advertising 29 percent, with ministries, dzongkhag administrations and state corporations as dominant customers. Government capital grants remain on the balance sheet and ministry cash grants continued after 2021. The company is loss-making.
